Have you applied package to the new record type?
I have figured out how to apply the package.
Log into ClearQuest designer with Super User privileges.
Check out the schema that contains the record type that the package will be applied to.
Select the Pull-Down menu option Package and in the drop down choose Setup Record Types for Packages.
In the Record Types drop down menu choose the record type that the email package needs to be applied to.
In the Available Packages section place a check in the box next to the Email package that you are going to apply.
Click the OK button for this dialogue box.
Check in your schema by choosing Check In from the File drop down menu.
After your schema is checked in successfully you need to upgrade your database to the latest version of your schema by choosing Database > Upgrade database.
And then I was able to create the email rule which is working. So I'd like to share this experience with my friends in this forum.
